The proposal requires individuals to have health insurance or face paying higher taxes. All but the smallest employers must either provide health insurance with essential benefits or be required to pay a fee. Increased taxes on wealthy individuals and Medicare savings would cover the cost — projected to exceed $1 trillion. The bill proposes a government-run health insurance program subject to the same rules as private health insurance.
